Calls for tenders and contracts [resp. Technical Office: Mr Raffaele Cardinale]
Contractors are choosen according to regulations, principles and criteria peculiar to public bodies, which Consorzio comply with. The same regulations, principles and criteria govern the relations between contractors and Consorzio. The aim is to ensure that the enterprises carrying out the works contracted out by Consorzio possess the necessary qualifications for guaranteeing that works will be carried out successfully according to procedures marked by timeliness, transparency, fairness and free competition between enterprises. Contractors must be qualified and carry out their activity according to the principles of quality and professionalism.
As to the organization of tenders, Consorzio refers to the Act 109/1994 (Merloni) and its subsequent amendments and supplements.
Consorzio awards the contracts of works by open invitation to tender (art. 20 Act 109/94) or by simplified selective tendering (art. 23 Act 109/94) in case of amount lower than 750,000 euros. In order to check the requirements of enterprises, Consorzio applies the procedures provided for by the Presidential Decree 34/2000. Requirements are correlated with the importance of the intervention to be carried out.
- The open invitation to tender takes place by publication of a call for tenders containing rules and regulations therein specified.
- The simplified selective tendering takes place by an invitation letter to the enterprises which have submitted their application to Consorzio; the invitation letter contains the instructions on how to bid for the contract.
Works are planned according to the TRIENNIAL PLAN CONTRACTS (art. 14 Act 109/94) and its annual updating which are prepared and approved along with the annual list of works.
